ESDM To Finish Rooftop Solar PV System Rules Revision This Year

The Ministry of Energy and Mineral Resources (KESDM) states that the revision regarding solar PV systems (PLTS) of rooftop type is targeted to be finished in 2024. This matter was stated by the General Director of Renewable Energi and Energy Convention (Dirjen EBTKE) Jisman Parada Hutajulu

Jisman said that currently the alignment regarding these regulations has been completed and has been proposed again to the President for approval. He said the demand from people who want to install rooftop PLTS is very large.

Furthermore, his side has also held a meeting regarding the implementation of these regulations with the Ministry of Finance (Kemenkeu). In the meeting, he explained that implementing this regulation could encourage new renewable energy (EBT) more quickly. In this way, the energy mix target of 32% by 2025 can be achieved.

“We have had a meeting with the Ministry of Finance, we have conveyed how this PLTS Rooftop will be implemented, how EBT can be developed, can be more aggressive. Moreover, the target is 32% in 2025. It seems that the Ministry of Finance has accepted it,” he explained.

Based on publicly available records, the Directorate General of New, Renewable Energy and Energy Conservation (EBTKE) through the Directorate of Various EBT has held a public hearing on the revision of Ministerial Regulation (Permen) of Energy and Mineral Resources (ESDM) Number 26 of 2021 concerning Connected Rooftop Solar Power Plants on the Electric Power Network Holders of Business Permits for Providing Electricity for Public Use (IUPTLU).

The main substance of the changes to the Rooftop PLTS Ministerial Regulation includes Rooftop PLTS capacity, electricity exports, capacity costs and transition provisions.

Regarding the capacity of PLTS Rooftops, the capacity which was previously a maximum of 100% of the subscription power will now have no capacity limit per customer as long as there is still a quota for developing PLTS Rooftops available. Electricity exports, which were originally a bill reduction, are not counted as a bill reduction. Then, the capacity fees that were originally applied to industrial customers became non-existent. Existing customers will then follow the new direction from the ministry after the end of the contract (achievement of a maximum payback period of 10 years).
